| 内容記述 | [概要]本稿は，21世紀初頭に行なわれたICT部門の大規模な企業組織再編とそれに伴う人員削減措置の実態を，ドイツ・シーメンス社を事例として明らかにする。用いる資料は，企業内部の従業員活動家たちが公開していたものである。人員削減の対象者の多くがICT技術者であり，労働協約の対象外となる管理職層を多く含んでいるという点では，高度専門職の人員削減措置という意味合いもある。そこで明らかとなったのは，社内公募による企業グループ内外への配置転換や転籍，さらには行政と連携した企業内職業あっせん窓口の設置，退職時の補償金，および，人員削減措置の対象となる従業員への対応，労働裁判所の活用，労使協議の実態などである。 | |||||||

| 内容記述 | This paper will present a case study of a large-scale corporate reorganization of the ICT sector at the beginning of the 21st century, and the resulting personnel reduction measures, using Siemens AG. The documents used are those that were made public by employee activists inside the company. The study is also a case study of the redundancy measures for highly specialized personnel, in that the majority of those targeted for redundancy are ICT engineers, which includes many managers who are not covered by the collective agreement. What became clear are the reassignment and transfer of employees within and outside the corporate group through internal recruitment, as well as the establishment of an in-house job mediation office in cooperation with the government, compensation payments at the time of retirement, and the use of labor courts and labor-management consultations to deal with employees who are subject to workforce reduction measures. | |||||||
