| 内容記述 | [概要] 日本における乗合バス事業の規制緩和(需給調整条項の廃止)は, 2002年に実施され, まもなく10年が経過しようとしている。本稿は, 規制緩和政策の評価の機が熟していることを受けて, 日本のバス市場およびバス交通政策が規制緩和後に見せた展開を総括し, 規制緩和政策を評価するための方向性を整理する。本稿ではまず, 規制緩和前からのバス市場の経緯をたどり, 規制制度の変化を概説した上で, その影響を基礎的なデータを中心に検討する。 [Abstract] The aim of this paper is to qualitatively analyze the changes in the structure of the Japanese bus market in these ten years under deregulated environment. We first review the structure of Japanese bus market until 1990s, under the regulation called "demand-supply balancing." Secondly we survey the debate over and the main contents of the deregulation policy implemented in 2002. Next we examine the consequences brought by the deregulation, with a particular focus on new entries and competition. We indicate that, in effect, there has been little change in the structure of Japanese bus market so far. In conclusion, we consider why this happens from the viewpoint of institutional changes, in preparation for quantitative analyses. |
