We first review the structure of Japanese bus market until 1990s, under the regulation called \"demand-supply balancing.\" Secondly we survey the debate over and the main contents of the deregulation policy implemented in 2002. Next we examine the consequences brought by the deregulation, with a particular focus on new entries and competition. We indicate that, in effect, there has been little change in the structure of Japanese bus market so far.
