| 内容記述 | 現地の移動が制限された新型コロナウィル感染症のパンデミックにおいて、政府、企業、市民社会組織等が関与するマルチステイクホルダー連携は、スリランカ、バングラデシュ、東北、九州のケースで、状況の制約や課題を乗り越える新しい支援を生み出す要因となっていることを考察した。インパクトが生み出す鍵は、中間組織の機能化、官民連携の推進、外部者兼内部者の存在など、異なるセクターの境界連結を行うバウンダリースパナーの機能である。また、公共圏を拡大を促す人道支援体制には、インフォーマルなものを含めたつながりの網の目を創出する難民主導組織などの当事者組織や、支援の現地化が重要であることも明らかにした。 | |||||

| 内容記述 | In the context of the restricted mobility caused by the COVID-19 pandemic, multi-stakeholder collaboration involving government, corporations, and civil society organizations has been observed to generate new forms of support, overcoming constraints and challenges in cases such as Sri Lanka, Bangladesh, Tohoku, and Kyushu. This study explores the factors that contribute to the creation of such new support, with the key functionality of boundary spanners who bridge different sectors, such as intermediary organizations, the promotion of public-private partnerships, insider-outsiders. Furthermore, it highlights the importance of local and stakeholder organizations, including refugee-led organizations that create a network of informal connections, and the localization of support, in fostering the expansion of the public sphere within humanitarian assistance systems. | |||||
