| 内容記述 | [概要] 本論文では, Miyagiwa (1991)に従い技能労働者の集積が規模の経済性をもたらす場合における, 先進国と発展途上国の間の人的資源の流出及び再流入について分析している。発展途上国の人的資源を獲得する手段として, 完全貸与方式の奨学金制度を先進国に導入している。先進国が発展途上国からの留学生を受け入れる際の経済的な効果は二つある。一つ目は, 国内の技能労働者の増加による技能労働者の実質賃金の上昇であり, 二つ目はその実質賃金の上昇によって先進国の技能労働者が新たに追加されることが示されている。また, 完全貸与方式の奨学金制度は先進国の大学に進学した留学生に本国である発展途上国へ帰国するインセンティブを与え, 発展途上国への人的資源の再流入の可能性が示されている。 [Abstract] In this paper, we investigate the outflow of human resources between developed countries and developing countries, and return-flow according to Miyagiwa (1991). The scholarship of a self-financing system is introduced as a means of acquisition developing countries' human resources. There are two economical effects when developed countries accept a foreign student from developing countries. One is the rise of the real wages by the increase in skilled domestic laborers. The second is that the skilled laborers of developed countries are newly added by the rise of the real wages. Moreover, the scholarship of a self-financing system gives the foreign students in developed countries incentives to go back to their home countries, and the possibility of return-flow of the human resources of the developing countries is shown. | |||||||||
