| 内容記述 | [要旨]都道府県別の現状と特徴を踏まえて漸進的無償化に係る自治体総合施策に向けた課題の検討を進めることを目的に、本稿では滋賀県及び19市町の教育費支援情報に係る広報を調べた。その上で、1)19市町の施策展開が可能な環境・条件整備における滋賀県が果たす率先と調整の役割、2)子育て情報の提供におけるガイドブックの発行やSNSを活用した配信、3)就学前段階における保育料の軽減無償化や家庭育児支援など、4)小中学生期における給食費補助や学習支援・放課後支援など、5)高校生・大学生期における奨学金（給付・貸与）・奨学金返還支援事業など、6)地域創生に係る交通手段確保・定住自立圏共生構想など、7)コロナ禍に関連した妊婦分娩前ウイルス検査助成・給食費の時限的無償化などの独自施策の展開、という７つの特徴を抽出した。加えて、「切れ目ない支援」「重層的・相補的な支援」に関連して、第一に地域子ども・子育て支援事業の13事業をベースとした独自施策の展開、第二に市町村に実施義務が課されている産後ケア事業の状況、について考察を加えた。 [英文抄録] With the aim of advancing the study of issues for comprehensive municipal measures for gradual free education based on the current situation and characteristics of each prefecture, this paper examined publicity and measures related to information on support for education costs in Shiga Prefecture and 19 cities and towns. As a result, the following seven characteristics were identified. 1. Shiga Prefecture played a leading and coordinating role in creating the environment and conditions that enabled the 19 cities and towns to develop measures; 2. The publication of guidebooks and distribution using SNS for providing childcare information; 3. At the pre-school stage, there are unique measures such as free childcare fees and family childcare support, etc.; 4. At the compulsory education stage, there are subsidies for school lunch fees and learning and after-school support, etc.; 5. At the stage of high school and university students, there are scholarships (benefit and loan) and scholarship repayment support programmes, etc.; 6. As support for regional development, there are securing means of local transport and the regional plan of independent symbiosis, etc.; 7. With regard to relief measures for the COVID-19, support of virus tests for pregnant women and temporary free school lunch fees in relation can be seen. In addition, in relation to 'seamless support' and 'multilayered and complementary support', firstly, the development of original measures based on the 13 projects of the Regional Child and Child Care Support Services, and secondly, the case of postnatal care services, was considered. |
