As a result, the following seven characteristics were identified. 1. Shiga Prefecture played a leading and coordinating role in creating the environment and conditions that enabled the 19 cities and towns to develop measures; 2. The publication of guidebooks and distribution using SNS for providing childcare information; 3. At the pre-school stage, there are unique measures such as free childcare fees and family childcare support, etc.; 4. At the compulsory education stage, there are subsidies for school lunch fees and learning and after-school support, etc.; 5. At the stage of high school and university students, there are scholarships (benefit and loan) and scholarship repayment support programmes, etc.; 6. As support for regional development, there are securing means of local transport and the regional plan of independent symbiosis, etc.; 7. With regard to relief measures for the COVID-19, support of virus tests for pregnant women and temporary free school lunch fees in relation can be seen.
