| 内容記述 | [要旨]教育費支援情報に関する広報・施策について、23 施行時特例市のHPにある情報を収集・分析し、以下の7点の特徴を析出した。 1) HP等へのアクセシビリティにおける配慮 (多言語等)、2) 子育て情報の提供におけるガイドブックの発行やスマートフォン等を活用した配信、3) 就学前段階における子ども医療費助 成などの独自支援、4) 小中学校段階における塾代助成や放課後児童クラブ保育料補助などの独自施策、 5) 高校生・大学生段階における奨学金・特定職種修学資金・奨学金返還支援事業などの独自施策、6) ひとり親家庭に係る支援情報冊子等の作成や医療費助成の青年期までの延長などの独自施策、7) コロナ禍に関連した家計急変者の申請に係る注意喚起や国の支援に上乗せした助成などの独自施策、である。加えて、1) 切れ目のない支援を妊娠・出産・幼児期から学童期、さらに思春期・青年期・成人期に拡張する試み、2) 市区町村・都道府県・国による重層的で相補的な支援をイメージした広報のあり方を検討した。 | |||||||||||||||||

| 内容記述 | We collected information on support for education expenses on the websites of 23 special cities at the time of enforcement in 2015 that have not been designated as core cities with a population of 200,000 or more as of 2021. The following seven characteristics were analyzed. 1. Consideration for accessibility to information provided on the website (multilingual functions, etc.); 2. Publication and providing child-rearing guidebooks and distribution using smartphones etc.; 3. Original measures such as subsidies for medical expenses for children at the preschool stage; 4. Unique measures such as cram school fee and / or after-school childcare fee subsidy at the elementary and junior high school stage; 5. Original measures such as scholarships for students, scholarship funds for specific occupations, scholarship refund support projects at the senior high school and university stage; 6. Creation of support information booklets and unique measures such as extending medical expenses subsidies to adolescence for single-parent families; and 7. Calling attention to apply for assistance for the poverty due to Corona disaster and original financial support for COVID-19 in addition to national policies. In addition, the following two points were examined: 1. Attempts to extend seamless support from pregnancy, childbirth, early childhood to school age, and further to adolescence and adulthood; and 2. Public relations with the image of three-Iayered and complementary support by municipalities, prefectures, and the nation. | |||||||||||||||||
