| 内容記述 | [概要]連合の地域組織である地域協議会に焦点をあて，その活動を「結束を強める」「力を高める」「地域に根ざした顔の見える」活動に分けて，その現状と課題を私が行った調査票郵送調査と訪問調査のデータを活用して分析した。組織内部の結束を強める活動が多くの地協で行われ，推薦首長や議員を多く抱えることによって政治力などの力を高めている地協も多く見られた。労働相談，生活相談，組織拡大，街頭宣伝行動，政策制度要請など「地域に根ざした顔の見える」活動も，予想以上に活発に行われており，それらは地域社会をより良き社会へと変えていく可能性を持っている。とはいえ，活動が不十分な地協も少なくない。地域社会を変えていく運動を積極的に進めるためには，地方連合会，地域協議会のリーダーたちの決断が不可欠である。 | |||||||

| 内容記述 | The paper deals regional councils of JTUC-Rengo. The regional councils are two hundred and eighty-one in number and are organized in cities and towns. A fulltime union officer and a clerk are arranged in each of two-hundred and sixty councils. Two hundred and seven councils, three quarters of them, propose their original policy demands to local governments, in order to promote welfare of citizens living and working in the regions. Regional labor movement led by the councils has the potential to improve societies, even if little by little. | |||||||
