| 内容記述 | 2019-21年度において①47都道府県、②20政令指定都市、③抽出20/60中核市、④23施行時特例市の広報調査を行った。そして、地域ニーズを踏まえた妊娠出産・乳幼児期から学齢期さらには青年成人期に至るまでの、切れ目ない支援への志向と施策を明らかにした。 2022年度には立体的・構造的・重層的に捉えるために、国―都道府県（―圏域・郡）―市町村を連関させた手法に切り替えて⑤鳥取県下、⑥滋賀県下を分析した。少子高齢化・人口減少を背景に、国の政策実施に留まらない自治体独自の施策が展開されている。市町村ごとの創意工夫に加えて、市町村を率先・調整する広域自治体である県の機能と役割が浮き彫りとなった。 | |||||||||

| 内容記述 | In the 2019-21 fiscal year, I examined public information on child-rearing and education in (1) 47 prefectures, (2) 20 ordinance-designated cities, (3) 20 core cities, and (4) 23 special cities not designated as a core city at the time of implementation. I clarified the orientation and measures for seamless support from pregnancy, childbirth, and infancy to school age, and even adolescence and adulthood, based on local needs. In FY2022, I switched to a method linking the national government, prefectures (-areas and counties), and municipalities to gain a three-dimensional, structural, and multilayered perspective, and analyzed the areas of (5) Tottori Prefecture and (6) Shiga Prefecture. Against the backdrop of declining birthrates and declining population, municipalities were developing their own measures. The study also highlighted the function and role of prefectures as wide-area municipalities that take the initiative and coordinate municipalities. | |||||||||
