| 内容記述 | [要旨] 本稿では，近年の地方財政制度改革を概観するとともに，三位一体改革による基準財政需要と基準財政収入の構造変化について検討した。本稿では以下のことが明らかになった。第１に，地方財政計画と決算額の乖離が大きいと指摘されてきた投資的経費の地方単独事業分は，現在ではその乖離はほぼ解消している。第２に，2006年度と2010年度について基準財政需要額を人口により回帰分析した結果を比較すると，後者のほうが多くの人口規模の自治体にまで段階補正を認めているものと解釈できる。第３に，基準財政収入額を人口により回帰分析した結果によると，三位一体改革によって１人当たりの基準財政収入額は均等化されている。 [Abstract] This paper surveyed the recent reforms in institutional local government finance and considered the structural change in standard financial demands and revenues during the Koizumi-Reform term. First, the gap in the investment cost in local government programs between the plan of local government finance and its settlement was eliminated during the term of the Koizumi-Reform. It has been pointed out that it was a very important issue. Second, the latter clearly accepts the most of the compensation phase for population scale local governments which was relatively large when compared 2010 with 2006. Third, the standard financial revenue per population was more towards the average during the term of the Koizumi-Reform. |
