| 内容記述 | "行政改革によって政府の直接的活動領域は縮小するが, 他方で縮小した領域のコントロールを維持するための方法が用意されている。政府の外部に置かれた組織も, 純粋な民間組織とは異なり, 事業内容や範囲などが固定されたり, 何らかの形で政府のコントロールを受けるもので, そのコントロールの必要性に応じて政府から切り離される際の法人格や付随する法律などが異なる。また他方では, 公民パートナーシップの推進によって, 純粋型の民間非営利団体が公的資金を用いた事業を手がけるようになり, やはり公民グレーゾーン組織としての性質をおび始めている。このように増大するグレーゾーン組織に関して, その正当性, アカウンタビリティ, ガバナンスなどを十分に議論する必要がある。Now, in Japan, reform of a public sector is pushed forward, and direct action area of the governments reduce it thereby. However, the governments prepare for methods to maintain reduced regional control. Organizations put outside of the governments are different from pure private organization, and business contents or a range are fixed and undergo control of the governments in form of what. On the other hand, by promotion of public-private partnership, a non profit organization of a pure model does a business with a public fund. This has a property as gray zone organization, too. In this way, about enlarging gray zone organization, it is necessary to argue in the legitimacy, accountability, governance enough." | |||||||||
