| 内容記述 | [要旨] 現在はグローバリゼーションの進展に伴い, 国際的に労働力移動も活発化している。東アジア地域においては少子化等により労働力不足が進む日本とまだ自国内での就職機会が不足している中国を始めとする東アジア諸国との間の労働力需給にも顕われている。日本労働市場における外国人労働者は近年増加してきており, 特に日中間の経済交流の深化により中国人労働者は日本国内でその大半を占める状況になった。しかし, 日本政府は「専門知識・技術を有する高度人材は積極的に受け入れるが, 単純労働力としての外国人は受け入れない」という方針をとっており, 同時に外国人研修・技能実習制度の導入により研修生・技能実習生名目での受けいれを行ってきた。この政策と実情の乖離がさまざまな問題を生む温床となっており, その改善が求められる。本論文では, この課題について実態を分析するとともに将来に向けての提言を行うことを狙いとした。 [Abstract] With the development of globalization, international labor movement has become frequent. The movement of labor in East Asia, especially between Japan and China, has also been well represented. In recent years, foreign workers in Japan are increasing. And more than half of foreign workers are from China. The foreign workers policy of Japan is "With a advanced talents and technical expertise are actively accepted, but manual workers are not accepted." In practice, however, they import a lot of manual workers. The contradiction between the policy and the actual situation has led to a lot of problems and these issues need to be resolved.
