| 内容記述 | [Abstract] An empirical analysis of regional decentralization that resulted in collaborative regional planning practices in Ikeda City, Osaka revealed the following points: 1) The establishment of the local community promotion council was done with the sole purpose of formulating budget proposals. 2) Theby-laws of the council indicate that council's purview is limited to its school area district and that the executive position of Chair of the Board is restricted to a maximum four year term. 3) Proposals for funds to support local business growth are made with particular emphasis on medium to long term objectives. 4) In order to strengthen the functions of the council's administrative office, the duties of mediation and long term planning were included within its responsibilities. 5) As a result of thorough accountability and complete public disclosure of information, the council was able to preserve its ongoing functions and activities. 6) With the creation of a volunteer community support system that instilled a mindset to serve the general public, the council was able to garner the trust and confidence of local and prefectural authorities. | |||||||||
