| 内容記述 | 【概要】自治体の補助金事業では一般に, 事前の事業計画を審査し選定する段階では厳密な評価が実施されてきた。しかし, 実施プロセスの効率性や事業成果としてのアウトカムの評価については, 各担当部門に委ねられているのが現状である。そこで本稿では, 補助金事業の効果をより高めるために, 商店街に対する補助金事業のひとつである「東京都商店街パワーアップ基金事業」を取り上げ, 事業評価の仕組みについて考察する。その際, 事業成果としての業績評価指標についてバランス・スコアカード活用の可能性について検討する。 【Abstract】 Generally a strict evaluation has been executed at stage that examines the prior business plan in the subsidy project of the local government and selects it. However, it is a current state that it has been entrusted to each charge section as for the evaluation of the outcome as efficiency and the project result of the execution process. Then, I take up "Tokyo shopping district power-up fund project" that is one of the subsidy projects to shopping districts to improve the effect of its more, and consider the structure of the project evaluation. In that case, I examine possibility of the Balance Scorecard practical use about a job performance evaluation index as the project result. |
