| 内容記述 | [概要] ドイツ州間財政調整は, 第1期の3段階から順に4段階, 5段階のように多段階化したのではない。 第2期は1955年財政基本規範に基づく税源「小結合」のもとで, 一方の「極」の単段階化を選択し, 富裕州が, 間接限界責任の水平的財政調整を通じて貧困州のナショナル・ミニマムを支えた。 しかし, 1966年の戦後最大の不況に直面して, 連邦政府は, 貧困州の財政赤字を連邦補充交付金で調整したが, 単段階調整のもとでは全体責任を確保できなかった。一方の「極」から他方の「極」の多段階(5段階)に向かう振り子理論において, 第2期は, 制度の本質的な問題点を明らかにしたという意味で, 第3期の協調的連邦主義への道を開く「振り子型トリガー」になった。 [Abstract] The simplified calculation method in the second period of interstate equalization payments was a pendulum-type trigger to shift methods from a single-step to a multi-step arrangement for German co-operative federalism in the third period. The 1955 reformed constitution prescribed that state income tax and corporate tax should be partially shared by the federal government. Relatively rich states, as their "indirect marginal accountability" in the federal state, had to pay a portion of those taxes to the federal government to guarantee some minimum level for relatively poor states. Although the federal government, responsible for "full accountability" for the social state, had to maintain uniformity of living conditions, the federal supplementary grants were not able to maintain the minimum level, due to the 1966 depression, under the simplified calculation method of interstate equalization payments. | |||||||||||||||||
