| 内容記述 | [概要] 2005年のEUは危機に直面したと一般に受け止められている。それは「安定と成長の協定」の修正やフランスとオランダにおけるEU憲法条約の批准に関する国民投票に失敗したことなど,大きな注目を集めた出来事があったからである。年末にかけては, ユーロの将来に関する不安が話題を提供することになった。しかしながら, 本論文では,2005年のEUの危機を深刻にした一つの要因であるサービス指令に着目する。この指令の合意に失敗したことは, 市場統合の完成以降にEUが築きあげてきた経済ガバナンスのシステム全体の機能を麻痺させるという意味合いを持っており, その意義は重要である。このような問題意識から, 本論文ではEUの経済ガバナンスの構築過程を跡付け, サービス指令がその中でもっている重要性について考察しようとするものである。 [Abstract] It was broadly accepted that the EU was in crisis in 2005. The crisis year started with restructuring of the Stability and Growth Pact, followed by the failure of the referendum on the EU Constitution, and ended with rising concern about the future of the single currency. However, the real crisis was in the disagreement over the Directive on Services in internal markets (2004). This posed serious problems for EU economic governance. The purpose of this paper is to clarify the structure of EU economic governance after the 1992 single market programmes and to analyze the significance of disagreement over the 2004 Services Directive. | |||||||||
