| 内容記述 | [概要] 本稿は, Bovenberg and Mooij (1994), Fullerton(1997)等が提唱した二重配当仮説について外部性存在下の最適課税問題から考察する。特に, Sandmo(2000)及びCremer et al. (2001)による外部性と消費の相互依存関係(interrelationship between externality and consumption)を明示的にモデルに組み込む事で, 需要の環境フィードバック(environmental feedback on demand) の重要性を指摘する。Sandmo(1975)モデルにShinotsuka and Sumino(2005)の一致条件(consisitency condition)を明示的に考慮すると, (i)需要独立性(independent demands), (ii)分離可能な外部性(separable externalities)の2つの制約的な仮定が, 環境フィードバックを捨象するだけでなく, 二重配当仮説の検証も十分に尽くされない事を指摘する。 [Abstract] This paper examines the double dividend hypothesis according to the optimal tax problem in the presence of externalities. This question was first studied by Bovenberg and Mooij (1994) and Fullerton (1997). We explicitly characterize the environmental feedback on demand, which expresses the interrelationship between the externality and the demand for polluting goods considered by Sandmo (2000) and Cremer et al. (2001). In setting out the consistency condition by Shinotsuka and Sumino (2005), it is standard practice to follow Sandmo (1975) in order to employ the two restrictive assumptions: (i) separable externalities; and (ii) independent demands. We show that these restrictive assumptions not only ignore the feedback on demand, but also cast doubt on the double dividend claim. |
