| 内容記述 | 明治新政府が国家財政の基礎をかためるために実施した地租改正は, 地域の実情にそぐわない形で強行されたため, 改正反対一揆が起き, 租率を下げざるを得なくなった。しかし, その基礎となるべき地価が不当に高く, 地域による偏差が著しいことから, 府県会議員の指導のもとで修正運動が展開した。1890年に帝国議会が開設されると, ここに舞台は移り, 地価修正法案の提出をめぐって論議が重ねられたが, 容易に進まなかった。その中で, 運動の中心に立った三重の天春文衛, 大阪の東尾平太郎と広島の脇栄太郎の3議員が, 1891年10月, 『減租参考一斑』を作成し, 地価修正の趣旨を説いて全国に協力を求めた。その内容を全文紹介し, 解説をつけた。 （英文） The new Meiji government conducted land-tax reform in order to consolidate the foundation of national finances. However, this reform was forcibly conducted in a form contrary to the actual situation within the region. Thus the reform caused uprisings by those opposing the reform. This led to the government's reductions of the land tax rate. However, since the land prices which should have been the basis for the tax reform were unfairly expensive and there were significant deviations seen between regions, prefectural assembly members took the lead in developing the land price revision campaign. The main stage for discussing this matter later moved to the newly established Imperial Diet in 1890. Although there were many discussions regarding the submission of a land price revision bill, the situation did not easily develop. Three assembly members in the center of this campaign were, Bun-ei Amagasu of Mie, Heitaro Higashio of Osaka, and Eitaro Waki of Hiroshima, who created the document called "Genso Sanko Ippan" in order to explain the spirit of a land price revision plan, asking for nationwide cooperation. This paper introduces the full text of that document and provides comments. | |||||||||
