| 内容記述 | 本論文は, 1950年代初頭の日本において, 政府が強制的に推進した「昭和の合併」が, 地域でどのように受容されていったのかを明らかにすることを課題としている。研究対象は, 滋賀県彦根市である。彦根市は, 「昭和の合併」をはさむ前後にも周辺町村を合併しており, この時期の「合併の受容条件」を探るには格好の素材である。本論文を通して, 中学校の建設・運営費の見通しが立たない小規模町村が彦根市に合併せざるをえない状況にあったこと, 彦根市側でも, 財政危機に陥るなかで, 合併によって人口増加や企業誘致をはかり, 税収及び交付税の増額を期待する事情があったこと, そして合併後には行財政改革によって, 周辺部を中心に行政サービス機能を低下せざるをえなかったことが, 明らかとなった。 (英文） The purpose of this paper is to clarify how the "Merging of municipalities at the Showa era" was received in the region in Japan of the 1950s. The research object is Hikone City in Shiga Prefecture. The following points are conclusions. First, for small-scale towns and villages there were financial matters about the junior high school. Secondary, Hikone City expected an increase in revenue by a population increase under financial crisis. Thirdly, after a series of amalgamates, Hikone City should decrease the administrative service in the surrounding area of the city by conducting administrative and fiscal reform. | |||||||||
