| 内容記述 | MNEと投資受入国との相互対応関係は3つの段階に分類できる。最初に, この3段階の特徴を述べる。そして受入国がFDI/MNEに対してとる国内的措置の分類と内容を説明する。今でもその措置は受入国において基本的な政策であるけれども, １国的対応には限界がある。そこで各国は集団行動をとる必要に迫られてくる。たとえば, ２国間投資協定や租税条約, EUやNAFTAなど地域協定, および多国間FDI/MNE協定を指摘できる。次に, この集団的行動をとらなければならない理由やその形態を明らかにして, 最後に, MAIの失敗例から多国間FDI/MNE管理体制の成立条件を考察する。 （英文） The recent history of the economic and social interactions between FDI/MNE and host countries is classified into three phases. Firstly, I explain the characteristics of the three phases respectively, and the classifications and contents of national measurements that are imposed on FDI/MNE. Though the national measurements have been a basic policy all this time, the unirateral actions have its limits. so, It is necessary for each country to take a concerted action. For example, there are the bilateral investment agreements and tax treaties, the regional agreements such as EU and NAFTA, and multilateral agreements. Then, I clarify the reasons and forms that have to take a concerted action. Lastly, I consider the conditions of a formation of a multilateral FDI/MN regime in terms of the failure of MAI. | |||||||||
