| 内容記述 | This paper proposes policies for the improvement of agriculture in mountainous regions of Japan in the near future. Agricultural income in these regions may be seriously damaged by the liberalization of trade in farm products and the ending of domestic protection policies as provided for by the GATT Urguay Round Agreement. Agriculture in the Yamato Highland Region of Nara Prefecture was chosen for examination in a model construction of concrete policies. First I analyzed policies for improvement of this region designed and announced by the prefectural government in 1985. The theme of the policies was to encourage the developement of large organized areas of agricultural production in order to increase the competing power because of scale economies. However, the demand for farm products and services changed starting in 1991 with a transition to a saturated food economy and with the appearance of a segment or concept food market. Various direct marketing methods have been available to the small producing areas in mountainous region. Direct sale to consumers and retailers in cities, 'sightseeing farming', and organic farming will become more popular and profitable to farmers in the future. Policies to improve the living environment and to increase nonfarm job opportunities within mountainous regions are important; such policies help to maintain or increase the number of residence, vitalize motives for improving agriculture, and make living in the region comfortable. Concrete policies to improve the Yamato Highland Region by 2005 are proposed based on these considerations. | |||||||||
