Direct payment system to the hilly and mountain is evaluated from a variety of viewpoints, and it is necessary to analyze the actual situations and issues to be tackled on the basis of field surveys so as to review this system. This paper aims at examining the significances and issues of direct payment system on the basis of the field study in Wachi Town, Kyoto Prefecture. Direct payment system requires a contract paper of a rural comunity for good agricultural practices through discussions among villagers. All the rural communities in Wachi Town completed this paper in the first year. And Wachi Town has en experience on community's joint farming since the 1970s, which is one purpose of direct payment system. Most rural communities used subsidies through this system for strengthening community's joint farming. However, direct payment is not sufficient for sustaining individual farmer's agriculture, as well as community's joint farming. From a case study, three points are analyzed to reform direct payment system. First, it is useful to conduct a research on how to adjust the difference between the memberships of a contract paper and of a rural community. Second, the future grand design is required to develop depopulated and aging communities in the hilly and mountainous areas are facing difficulties to meet the conditions for participation in direct payment system.
