The interim report, released in 2016, proposed the redrawing of the administrative borders at the subnational level, which was intended to reduce 21 counties to 6; however, the proposal was withdrawn in 2017. Why was the proposal unrealized? The results of the analysis show that the administrative structure of regional development is diversified and complicated in comparison to that of the 1990s when the decentralization started.
