The Urban Agriculture Promotion Basic Law was enacted in April 2015. After that, based on the law, The Urban Agriculture Promotion Basic Plan was approved by the Cabinet in May 2016. I focused on the "conversion of land with dilapidated buildings to agricultural land" described in the plan. In Joto-ku, Osaka City, the former residential land has been maintained as a rental farm since 2019. In addition, from 2017 at Tokyo Metropolitan Government and from 2021 at Kobe City Office, measures have been implemented to disburse subsidies when converting residential land to agricultural land. In this way, in recent years, the opposite movement has been observed.
