 note = {[要旨] 和歌山県橋本市は、住民の記憶に残るような大きな災害を経験していない地域である。しかし、各地域の自主防災会を対象に行ったアンケート結果では、8 割近い自主防災会が、今後、自然災害が発生すると考えており、特に地震による家屋倒壊や火災を危惧している。避難に関しては、拠点避難所や一時避難所、ハザードマップによる危険地域の把握はできているが、建物の耐震基準や、避難基準に対する理解は不十分であると回答があった。避難勧告や避難指示をきっかけとして避難を開始するという回答が多く、8 割以上の人が避難をするときは、避難を躊躇する近隣住民に対して声掛けをすると答えている。現在の自主防災活動の課題や問題点として、「地域には高齢者が多く、住民の災害に対する危機感や防災意識は低い。そのため、避難訓練を行っても、なかなか人が集まらない。自主防災の組織の体制、災害発生時の避難に関して課題がある」という意見があった。また、橋本市に住んでいる外国人や、海外からの観光客のような災害時に日本語による情報伝達やコミュニケーションが困難な人に対しては、外国語や日本語といった言語ではなく、身振りや絵などの視覚を活用した情報伝達方法が有効的であるという回答が多かった。本アンケートをきっかけに、橋本市自主防災・橋本市自主防災組織連絡協議会、各地域の自主防災会、そして、FM はしもとは、常に情報交換や情報共有を行い、防災活動を積極的に行っていきたいと考えている。[Abstract] Hashimoto City in Wakayama Prefecture has not experienced any major disasters that remain in the memories of its residents. However, according to the results of a questionnaire survey to the residents’ disaster prevention associations in each area in Hashimoto City, nearly 80% of them believe that natural disasters will occur in the future, and are particularly concerned about collapsing houses and fires caused by earthquakes. In terms of evacuation, they answered that they knew where evacuation centers and temporary shelters were, and where dangerous areas showing on hazard maps were, but they didn’t know well about earthquake resistance standards and evacuation standards. They also answered that they started to evacuate when they received an evacuation order or a warning. And more than 80% said that when they evacuated, they would check on their neighbors who were hesitant to evacuate. As for issues and problems with the current residents’ disaster prevention activities, "There are many elderly people in the community, and residents' sense of crisis and awareness of disaster prevention are very low. As a result, it is difficult to get people to participate in evacuation drills. There are some issues regarding the systems of the residents’ disaster prevention associations and evacuation in the event of a disaster. In addition, many of them said that for foreigners living in Hashimoto City and tourists from overseas who had difficulty to communicate in Japanese in the event of a disaster, it would be more effective to use visual communication methods such as gestures or pictures rather than foreign languages or Japanese. With this survey as a start, Hashimoto City voluntary disaster prevention organization, the residents’ disaster prevention associations, and FM Hashimoto will keep sharing information and work on disaster prevention activities together., application/pdf},
