| 内容記述 | [要旨] 本稿の課題は，国際労働機関（ILO）創設期における国際労働規制の影響力はどの程度のものであったのかについて，1919年の ILO 第1号条約（「工業的企業に於ける労働時間を1日8時間且1週48時間に制限する条約」）を事例として検討することにある。今回は，連載の7回目であり，ILO は，日本の経営者および労働者の行動，1922年の内務省社会局の創設と1923年の工場法改正，そして1920年代～30年代の日本の労働時間の実態に対して，どのような影響を与えたのかを検討している。 [Abstract] The problem presented in this article is to consider the case of the first Convention of the ILO in 1919 (Hours of Work), where a treaty was examined and its influence level on international labour standards. It also consists of a seventh part related to serialization and a part where we consider what kind of influence did ILO have on the behavior of Japanese proprietors and laborers, the creation of the Home Ministry’ Bureau of Social Affairs in 1922, the 1923 revision of the Factory Act and the reality which were Japanese working hours in the 1920s and the 1930s. |
