| 内容記述 | [概要]2019年7月，韓国に対する半導体材料の日本の輸出規制に伴う韓国のホワイトリストからの除外は，経済および貿易関係に重大な影響を及ぼしている。このような輸出管理措置は，韓国経済の縮小だけでなく，自由貿易の基本原則さえ揺るがす可能性がある。日本政府は，韓国への輸出管理の主な理由として国際平和と安全保障をあげている。 さらに，国際安全保障上の脅威に基づいて日本は韓国をホワイトリストから除外することを決定した。韓国は日本の措置を強制徴用判決の貿易報復だと主張し，経済的混乱を懸念した。本稿では，2019年7月以降の日本の輸出管理措置の貿易への影響に焦点を当てている。対韓輸出規制前後の韓国の輸入動向を分析した結果，日本の措置は韓国経済に少なくない影響を与えていることがわかった。 [Abstract] In July 2019, following Japan’s export regulations for semiconductor materials against Korea, the exclusion of Korea’s whitelist has a significant impact on economic and trade relations. Such unilateral economic export control measures may shake up not only the slowdown of the Korean economy, but also even the basic principles of world free trade. The Japanese government talks about international peace and security as the main reason for Korea’s export control. In addition, Japan’s export control based on international security threats have been argued the same on the basis of whitelist exclusion. Korea argued that Japan’s measures were economic retaliation against forced labor rulings and was concerned about economic turmoil. However, as a result of analyzing the import trend for pre and post Japan’s export control, we found out that Japan’s measures affect the Korean economy. This paper focuses on the impact of Japan’s export control measures on trade since July 2019. |
