| 内容記述 | [要旨]本稿の課題は，国際労働機関（ILO）創設期における国際労働規制の影響力はどの程度のものであったのかについて，1919年の ILO 第1号条約（「工業的企業に於ける労働時間を1日8時間且1週48時間に制限する条約」）を事例として検討することにある。今回は，連載の5回目であり，ILO 創設に対する日本政府の反応や対応はどのようなものだったのか，第1回 ILO ワシントン総会では，日本の労働時間問題に関連する議論において，どういった内容が展開され，政・労・使三者代表はどのような対応をしたのかを検討している。 [Abstract] The problem presented in this article considers the case of the first Convention of the ILO in 1919（Hours of Work）where a treaty was examined, and to what degree there was an influence on international labor standards. It also consists of the fifth part related to serialization and a part where we considered what was the reaction and response by the Japanese government regarding the founding of the ILO. This article also considers, the 1st International Labor Conference in Washington, what was developed in discussions related to the working hours issue in Japan, and how the tripartite representatives of government, labor, and employer responded. |
