 note = {労働者の健康管理は、労働者自身の問題だけでなく施設の安全や事故時の影響を考える上でも極めて重要である。したがって、原子力施設における労働者の健康管理は、医療など他の放射線業務従事者と異なる配慮が必要である。東京電力福島第一原子力発電所事故以降、特に事故処理にあたっている労働者は、職業被ばく基準近くまで被ばくする人が増加している。被ばく基準は、放射線防護の観点から健康に影響を与えないように決められているが、労働者に対しては適切な被ばく管理と十分な説明が求められる。チェルノブイリにおける住民の健康不良が精神的なストレスが主たる原因であると指摘されていることから、原子力施設においても健康管理の中でもメンタルヘルス対策は大変重要であると考えられる。一般的な労働安全対策としても、メンタルヘルス対策の重要性は増しており、平成28度からは、職場においてストレスチェックの実施が義務化されている。長時間の時間外労働や責任者の兼任など、労働衛生上の問題から、原子力施設の安全に影響が及ばないようにしなければならない。
[Abstract] The health care of workers is extremely important in considering not only the problems of the workers themselves but also the safety of the facilities and the impact of accidents. Therefore, the health management of the worker in the nuclear facility needs the consideration different from other radiation workers such as radiological technologists. Since the Fukushima Daiichi nuclear disaster, the number of nuclear power plant workers who were exposed to almost occupational dose limits has increased. The exposure dose limits have been decided not to affect health from the standpoint of radiation protection. Thus, it is necessary for the workers to have adequate exposure management and adequate explanations. Since it is pointed out that mental stress is the main cause of poor health of residents in Chernobyl, mental health programs are considered to be very important even in the health management in nuclear facilities. As a general occupational safety program, the importance of mental health programs has increased, and the implementation of the Stress Check Program in the workplace has been mandated from 2016 in Japan.
