| 内容記述 | 本稿ではふるさと納税によって自治体間の財政においてどのくらい再分配の効果があったのかについて財政健全化の観点から分析をおこなった。分析の結果から以下のことがわかった。第1に、ふるさと納税が導入後において全国的に自治体財政は健全化されていることがわかった。健全化の度合いは市レベルより町村レベルの方が大きい。第2に、ふるさと納税受入額のジニ係数は0.725であり、一部の自治体に集中していることが確認できた。第3に、ふるさと納税を除いた場合でもふるさと納税が導入前より自治体全体としての財政は健全化されていることがわかった。ただし、健全化の度合いはふるさと納税を含めた方が大きい。第4に、地方交付税を除いて分析をおこなった結果、自治体間の財政収支の格差が拡大していることがわかった。第5に、ふるさと納税と地方交付税を除いて分析をおこなった結果、ふるさと納税の導入によって財政収支の下位層と格差拡大への歯止め効果があったことがわかった。 | |||||||||

| 内容記述 | This paper analyzes the extent to which the Furusato Nozei (hometown tax donation program) has had a redistributive effect on municipal finances, from the perspective of fiscal consolidation. The analysis revealed the following points: First, it was found that after the introduction of Furusato Nozei, municipal finances nationwide became more fiscally sound. The degree of improvement was greater at the town and village level than at the city level. Second, the Gini coefficient of Furusato Nozei revenues was 0.725, indicating that they were concentrated in a limited number of municipalities. Third, even when excluding Furusato Nozei, overall municipal finances were found to be healthier than before its introduction. However, the degree of improvement was greater when Furusato Nozei was included. Fourth, when analyzing the data excluding local allocation tax grants, it was found that disparities in municipal fiscal balances had widened. Fifth, when analyzing the data excluding both Furusato Nozei and local allocation tax grants, it was found that the introduction of Furusato Nozei had a mitigating effect on widening disparities, particularly among the lower tier of municipal fiscal balances. | |||||||||
