| 内容記述 | 昭和三陸津波の被災集落を、当時の内務省の定義に沿って大規模漁村集落・中規模漁村集落・小規模漁村集落の三つに分類し、その被害や復興の特徴を分析した。その結果、小規模集落の人的被害・建物被害が実数・割合いずれにおいても他と比べて小さいことを確認した。分析結果を踏まえてより詳細な分析を行う対象集落を抽出した。大規模なインフラ整備がなされない小規模漁村集落の事例分析により、震災を契機として地域が被災前から抱える構造的な問題解決を図るべく中朝的な観点から漸進的復興が果たされるプロセスを明らかにした。 | |||||||||

| 内容記述 | The disaster-affected fishing villages from the 1989 Sanriku Tsunami were classified into three categories—large-scale fishing villages, medium-scale fishing villages, and small-scale fishing villages—based on the definitions established by the Ministry of the Interior at the time. The study analyzed the damage and characteristics of the recovery efforts in each category.The results confirmed that human casualties and building damage in small-scale settlements were smaller than in other categories, both in absolute numbers and as a proportion. Based on these findings, a subset of settlements was selected for more detailed analysis. Through case studies of small-scale fishing village settlements where large-scale infrastructure development was not implemented, the study clarified the process by which gradual reconstruction was achieved from a medium- to long-term perspective, aiming to address structural issues that the region had faced prior to the disaster. | |||||||||
