| 内容記述 | 本研究は、わが国における歴史的建造物保護制度の構築のあり方について検討する前提として、比較対象であるイギリスにおける歴史的建造物保護に関する法理論を分析し、近年の動向を探ろうとするものである。イギリスでは「歴史的な街」だけではなく「一般的な街」においても歴史的建造物の保護が積極的に実現されているが、「危機に瀕している指定建造物登録簿」が保護の実効性を高めている。また、近年ではイングランドにおける「2023年地域格差是正及び再生法」やウェールズにおける「2023年歴史的環境（ウェールズ）法」の制定が歴史的建造物保護を促進させるとともに、政府による現代的な保護政策への転換が見られるところである。 | |||||||||

| 内容記述 | This study aims to analyze the legal theory underlying the protection of historic buildings in the UK as a prerequisite for examining the appropriate approach to establishing the system in Japan. In the UK, the protection of historic buildings is actively implemented not only in “historic towns” but also in “ordinary towns,” and the “Heritage at Risk Registers" (which is annually revealed by Historic England) plays a significant role in enhancing the effectiveness of the protection. Additionally, recent legislation such as the “Levelling-up and Regeneration Act 2023” and the “Historic Environment (Wales) Act 2023” has promoted the protection of historic buildings while also signaling a shift toward more modern protection policies by the government. | |||||||||
