| 内容記述 | 本研究では、米国の地方自治制度、なかでも小規模自治体における執政制度に着目し、検討を行った。具体的には、カリフォルニア州の人口約2万人の市における市政運営について、新型コロナ感染症が拡大する前と拡大した後の時期の比較分析を行い、新型コロナ感染症が蔓延したことにより、財政問題が非常に重要な課題と認識されたことや、それまで頻繁に行われていた都市計画に関する議論が一時的に停滞したことを明らかにした。また、議会ー支配人制についての研究動向についても研究を実施し、伝統的な政治行政二分論で想定されるところの、議会・議員とし支配人との役割分担のあり方が明瞭でなくなってきていることを示した。 | |||||

| 内容記述 | This study focused on the system of local government in the United States, particularly the system of local government in small municipalities. Specifically, I conducted an analysis of a city of approximately 20,000 people in California before and after the spread of the COVID-19 and found that it led to a recognition of the importance of financial issues and a temporary halt to the frequent discussions about urban planning that had been taking place. The analysis also showed that discussions on urban planning, which had been frequent, had temporarily stalled. I also reviewed the research trend on the council-manager system and showed that the division of roles between council members and managers, as envisioned in the traditional political-administrative dichotomy, had become less clear. | |||||
