【要旨】2024年11月より㈱NTTデータとの共同研究を開始した。本共同研究では, 貿易プラットフォームが保有するデジタルデータをマネロン等対策に活用し, 貿易書類に記載されている項目が正確にデータ化されることで, 金融機関等における確認作業の軽減や, マネロン等対策の実効性向上につながるかを評価・検証する計画である。本稿では以下の6点について解説したい。まず, 現在の外為コンプライアンスの現状について解説したい。次に, 貿易プラットフォームに関する現状と今後の開発の方向性について紹介したい。3つ目に, 貿易関係者へのヒアリング結果について紹介したい。4つ目に本件に関連する先行研究・調査・提言の概要を述べ, 金融機関及び, 所管官庁, 貿易プラットフォームとのデータ連携の可能性を指摘したい。5つ目に, 本共同研究に直接・間接的に関係する分野における国内外の先行事例を紹介したい。最後に, 新たな業界共通デジタルプラットフォーム構築に向けた提言を行いたい。 |

In November 2024, we started joint research with NTT DATA Corporation. In this joint research, we plan to evaluate and verify whether using the digital data held by the trade platform to combat money laundering, and accurately digitizing the items listed on trade documents will reduce the verification work at financial institutions, and improve the effectiveness of money laundering countermeasures. In this paper, we would like to explain the following six points. First, we would like to explain the current state of foreign exchange compliance. Next, we would like to introduce the current state of trade platform and the direction of future development. Third, we would like to introduce the results of interviews with trade-related parties. Fourth, we would like to provide an overview of previous research, surveys, and recommendations related to this case, and point out the possibility of data collaboration between financial institutions, competent authorities, and trade platform. Fifth, we would like to introduce domestic and international precedent cases in fields directly and indirectly related to this joint research. Finally, we would like to make recommendations for building a new industry-wide digital platform. |
