| 内容記述 | This paper examines various methods for allocating carbon emission quotas, which are crucial for mitigating climate change. Carbon emission allowances, regarded as tradable commodities, assume a pivotal role in emissions trading schemes such as the European Emissions Trading Scheme (EU-ETS). The allocation method of these allowances impacts emission reduction costs, market equilibrium, and macroeconomic activities. Two primary allocation principles, namely equality and efficiency, are scrutinized. The paper discusses several main methods, including the indicator method, game theory, data envelopment analysis, and the weighted Russell directional distance model. The principles of fairness, such as the grandfathering method and benchmarking, are compared. The grandfathering method, which is based on historical emissions, is a widely accepted approach, but it has the potential to distort incentives by rewarding carbon-intensive firms. Conversely, the benchmarking approach, which is based on emissions per unit of output, circumvents these concerns but necessitates the availability of additional data. This paper aims to guide scholars in understanding and applying different carbon emission allocation principles and methods through a comprehensive review of existing research. | |||||||||
