| 内容記述 | 本論文は1930年代の堤防労働の構造的問題を明らかにするため，フーヴァー政権とローズベルト政権を比較検討する。ミシシッピ川下流の連邦治水事業は，失業対策と被災地復興の両面から着手された。だが，その実態は黒人作業員に対する長時間労働と賃金未払い，暴力と差別であった。NAACPとAFLの待遇改善交渉は，黒人作業員の労働時間と日当を改善した。その一方，陸軍工兵司令部は黒人作業員を分断する労働慣行を維持し，差別撤廃運動の拡大を阻止した。 | |||||||||

| 内容記述 | This paper compares the Hoover and Roosevelt administrations in order to clarify the structural problems of levee work in the 1930s. Federal flood control projects on the lower Mississippi River were undertaken with the dual purposes of an unemployment policy and disaster recovery. However, the working condition was long working hours, unpaid wages, violence and racial discrimination against black people. Negotiations by the NAACP and AFL for enhance the working conditions improved working hours and daily wages for black workers. Meanwhile, the Army Corps of Engineers maintained labor practices that divided black workers, preventing the expansion of the anti-discrimination movement. | |||||||||
