| 内容記述 | [概要]雇用のフレキシブル化をテーマとする本実証研究は，まずフレキシビリティに関する国際的視点を折り込む。次いで日本的雇用慣行の典型モデルを提示し，その定義・概念をもとに演繹する方法で就労の実相を懐疑的に検証する。その検証では，フレキシブル化をもたらす4つの側面，すなわち（ア）雇用形態の多様化，（イ）就業（勤務）形態の弾力化，（ウ）雇用流動化，（エ）固定的人件費の低減（変動費割合の増加）をとらえた。これら４つをベクトルとして，互いに影響し合うような計算式を考案し，フレキシブル化指数を算定した。０に近いほど従前からの日本的雇用慣行に近く，100に接近するほどフレキシビリティが高いことを表すこの指数は，1988年で30.6，1997年は28.0，2019年には43.1と，３時点の調査で雇用構造のフレキシブル化を確認できた。これを踏まえて，雇用フレキシブル化時代に求められる課題や政策的対応などに触れた。 | |||||||

| 内容記述 | This empirical study, which focuses on the flexible employment, approaches it four perspectives : diversification of employment forms, elasticity of working style, employment mobility and reduction of fixed labor costs. Then, the degree of interaction among these four was calculated as a flexible index. The flexible index, which is set in the range of 0 to 100, indicates that the closer to 0 is the conventional type such as lifetime employment system, and the closer to 100, the more flexible employment is progressing. The result of the analysis confirm that employment is becoming more flexible, as expected. Based on this, he referred to the challenges of flexible employment and policy responses to them. | |||||||
