内容記述 | In East Africa, Refugee-led Organizations (RLOs) play a crucial role in addressing the needs of their communities. In recent years, the strategies of the international community for supporting refugees have shifted from humanitarian aid based on "care and management" to a focus on "self-reliance and resilience." However, there are concerns that emphasizing refugees' self-help as agents may expose individuals to excessive risks and make the international community's responsibility for protection unclear. This paper aims to explore how RLOs can contribute to the promotion of "resilience" and the potential they may have to mitigate the challenges of "resilience humanitarianism.” Using Uganda as a case study, I analyze the relevant literature and interviews. As a result of this investigation, it became clear that RLOs have the potential to address some of the challenges associated with the “resilience paradigm” by fostering community-based support, building informal networks, and advocating for the needs and rights of refugees. In the process of funding and policymaking, the international community needs to clearly position RLOs within the humanitarian aid system and ensure the responsibility for providing protection and assistance. | |||||||||
