The responses from 154 English as-a-first-language (L1) teachers (ETs) and 170 Japanese L1 teachers (JTs) were compared in terms of the teachers' perceptions of their students' English abilities, reasons for learning English, and their approaches to learning English. The results revealed that more ETs than JTs believed that their students' oral communication skills were good and that their students were intrinsically motivated. On the other hand, more JTs than ETs felt that the use of translation was helpful and that their students were instrumentally motivated. In both groups, speaking was most commonly selected as the skill teachers thought students would like to and need to improve most, but ETs and JTs had different reasons for thinking so. For example, the tendency was stronger among the JTs to emphasize the necessity of the skill in the students' future jobs and studies. The study also revealed statistically significant correlations between targeting productive skills in class and teachers' impressions of their students' English abilities. This result implies that it is possible that teachers tend to have positive assessment of their students' abilities when they focus on productive skills in their classes.
