 note = {研究成果の概要（和文）：　本研究の目的は，NPO支援制度を事例として，公共政策過程における制度的企業家によるフレーミングを通じた公設民営型・市民活動支援施設の制度化過程を明らかにすることにある。具体的には過去三年間の調査で得たインタビューデータと公式資料をもとにして施設設置に向けた過程を分析した。第一に，主要アクターである制度的企業家の実践を分析する制度化モデルを提示した。第二に，このモデルを分析枠組として使用し，各段階において異なる主要アクター（制度的企業家）がそれぞれの文脈で「市民参加」を意味付けて行為を組織化する，つまり，フレーミングを逐次的に行うことによって，最終的に支援施設が制度化された点を明らかにした。
研究成果の概要（英文）： The purpose of this research is to demonstrate, through a case study, an institutionalization process for the foundation of a support facility for civic activities in the form of a “Public-owned Private-operated” system through framing by institutional entrepreneurs. Based on interview data and formal documents that were collected during the past three years, we specifically analyzed the process towards the foundation of the aforementioned support facility for civic activities. First, we proposed the institutional model for analysis of the practices undertaken by actors. Second, we used this model as an analytical framework and then revealed that different main actors (i.e., institutional entrepreneurs) gave different meanings to the concept of “civic participation” and organized actions (sequentially promoted framing) in accordance with different contexts at each stage of the policy process, which finally led to the institutionalization of the aforementioned support facility., 研究種目：基盤研究(C);  研究期間：2014～2016;   課題番号：26380494;   研究分野：経営組織論;   科研費の分科・細目：, application/pdf},
