| 内容記述 | [要旨]本稿の課題は，国際労働機関（ILO）創設期における政・労・使三者構成のなかでのILO の議論やそこでの妥協はどのようなものだったのか，国際労働規制の影響力はどの程度のものであったのかについて，1919年の ILO 第１号条約（1日8時間週48時間労働制）を事例として検討することにある。今回は，連載の2回目であり，第1回 ILO 総会における労働時間関連議論の前半部分を検討している。そこからは，ILO という「世界最初の試み」に関する理想や目標，第一次世界大戦直後の経済・社会情勢をうかがうことができ，また労働時間と生産（生産性）の関係や，国際条約作成へ向けて何をなすべきかなどを論点として，激しい議論が交わされていたことを確認できる。 [Abstract] The problem presented in this article considers the case of the first Convention of the ILO in 1919 (Hours of Work) where a treaty was examined, what were the arguments of the ILO on the inside of the tripartite structure and the compromises, also to what degree there was influence on international labor standards. It also consists of a second part related to serialization and a part where we consider the first half part of the related arguments for working hours in the first International Labor Conference held in Washington. Through this work, we can confirm the dreams and the purposes concerning the ILO as “the first concerted effort on the part of nations of the earth to deal with the problems of labor in a comprehensive manner”, the economy and the social situation just after the World War I. We also confirmed that an intense debate took place related to the relationship between working hours and production (productivity) and what were accomplished during the first Convention of the ILO. |
