The point of recent discussion has concentrated how to produce one directionality \"appearing and promotion and agglomeration of the venture company = cluster formation \"as Silicon Valley was so. However, it seems to differ from logic of formation of the industrial cluster, and logic of agglomeration of the venture company in the regions, though it relates mutually. In the following, accumulation and the development of semiconductor high-tech enterprises in the Hsinchu region has be considered based on the data obtained in the interview.
