| 内容記述 | [概要]現在の原産地規則は, FTA交渉で重要な争点として浮上している。 その原因は, 原産地規則がそれぞれの国ごとに異なるだけではなく, 原産地規則に関連した国際標準, それ自体の不明確性,煩雑さ, さらには差別的に適用されているところにある。 このため, 現在の原産地規則は,貿易障壁としてかなり作用している。 本稿では, 原産地規則に関する最も基本的な原産地決定の基準について検討した。 具体的には, 韓米FTAと韓EUFTAを主な研究対象とする。 これらのFTAに関する関連事例を相互に比較することにより, それぞれのFTAへの対応を把握し, 韓国の対外貿易への対応を検討する。 [Abstract] In FTA negotiations, an important issue has emerged with regards to the current rules of origin. It comes from the fact that not only are the rules of origin different in each country, but also that international standards related to rules of origin are in themselves ambiguous and complex, and what is more they can be applied in a discriminatory fashion. For this reason, the current rules of origin are acting as huge trade barriers. In this paper, I studied the most basic criteria for determining country of origin with regards to rules of origin. Specifically, I mainly studied the South Korea-United States Free Trade Agreement and the South Korea-EU Free Trade Agreement. By comparing cases related to these FTAs with each other, I was able to understand how to handle each FTA, and examine how to handle South Korea's foreign trade. |
