He only raised RMB21, 000 as capital for the small enterprise and started their business that imported PBX's (Private Branch eXchanges) from Hong Kong and resold them. But the enterprise became the number one ICT maker in China with its sales and operating revenue of RMB203.9 billion. However, Huawei's actual condition little is known, because it is an unlisted company. Therefore, the author was discussed the competitive strategies of to attack the city from rural and to attack from emerging to developed countries, and summarized its success factors. These are, (1)the use of Mao Zedong's military thought; (2)technology-driven company; (3)partnership with the world' s powerhouses; (4)high quality, low price and good service.
