【Abstract】 Almost of smaller IT software service companies in Japan are the subcontractors of big system integrators (SIer). They constitute many ranked hierarchy and are controled by upper-class companies, but contended with the obeying business model. Now, they face a crisis due to the depression and the off shoring companies. The object of this paper is to analyze the problem and to advance one of plans for the problem solution.},
