| 内容記述 | [Abstract] The aim of this article is to explore a co-evolution of institution and organization. This article seeks to clarify how a Local Infrastructure Organization (LIO) located in the disaster areas has sought to exert its influence through such interactions while having interacted with local administrations and other organizations; it has also evolved itself through such interactions in accordance with the institutionalization of the new Community Empowerment (CE) for the recovery of the damaged areas devastated by the Great Hanshin-Awaji Earthquake of 1995. Under the exceptionally uncertain circumstances caused by the great earthquake, through the mutual use of management resources and interactions among them, the local government administrations and a LIO have brought forth Community Business (CB), and Non-Profit Organizations (NPOs) to undertake CB, on the basis of the shared mission of CE. In this article, We argue that this process was essentially that of a co-evolution through mutual interactions between an institution composed of administrative policies on one side, and a LIO and its networks on the other side. [概要] 本稿は制度と組織の共進化の考察を目的としている。具体的には1995年に発生した阪神大震災による被災地の復興を企図した新しいコミュニティ・エンパワメントの制度化プロセスにおいて, 中間支援組織がいかに行政やその他の組織と相互作用を行いながら, 相互作用そのものに影響力を行使し, そして, その制度化の進行とともに組織自らをどのように進化させてきたのかについて明らかにしている。震災という例外的に不確実性の高い環境において行政と中間支援組織は, コミュニティ・エンパワメントという共通のミッションのもと, 互いの資源を利用しながら相互作用し, コミュニティ・ビジネスやその担い手であるNPOの創出をもたらした。本稿では, この過程こそが行政の諸施策から成る制度と中間支援組織やそのネットワークの共進化であったと論じている。 |
