| 内容記述 | [要旨] 本論文は, 国際航空自由化の展開とグローバル・アライアンスの経過との相互関係について検討している。次いで, 主要な研究レビューにもとづき, グローバルアライアンスの影響と評価について, 競争政策の観点から考察している。グローバル・アライアンスは, 概して, 航空会社と利用者の双方に, 利得と便益をもたらしていると評価される。しかし, その利便性は, 連携のネットワークの形態に依存する。消費者の利便性の多くは, 補完的なネットワークの連携から生じる。これに対して, ゲートウェイとゲートウェイ間を結ぶネットワーク, パラレルなネットワークでの連携については, 競争制限の可能性があり, 注意深い精査が求められる。しかし, これまでのところ, 実態的には, ネガティブの影響は少なく, 密度の経済性の発揮から, 全体的な便益は向上していると評価される。将来的には, 国際航空市場では, ATIを伴った多国間主義での自由化の浸透とともに, グローバル・アライアンスはさらに収敏化のコースを辿る。この下で, 反競争的行動に注意を払い, 実効性のある競争政策の策定と適用に努めなければならない。 [Summary] This paper explores the relationship between process of liberalization and global alliances in international airline markets. Next, this reviews the impacts and evaluations of the global alliances from the views of competition policy. Generally the global alliances have brought about many benefits for consumers and competitive advantages for allied airlines, but these benefits depends on form of allied networks. Most of complementary networks have brought about many benefits for consumers. In contract, the parallel networks which links two gateways tend to cause some restriction on competition. However, so far there are little negative influence, and overall benefits are judged to compensate the negative In the future, convergence of global alliances will progress with penetration of liberalization by open sky with ATI. We need to pay close inspection on anti-competitive behaviors by allied airlines and consider explores effective competition policy. |
