| 内容記述 | [Abstract] A successful transport sector is a driving force in modern economies. At the same time transport generates significant negative external effects. Governments and other stakeholders are generally aware that policy measures are needed to find a balance between accessibility and sustainability. This is not an easy task as sustainable development distinguishes several, sometimes seemingly opposing, goals, which makes it a very difficult task to find synergy between these different goals. In this context, the author advocates the application of new guiding policy named Transition Management. Transition management is an innovative approach to overcome barriers and helps public decision makers and private actors to come with a management strategy how to introduce a more sustainable transport system. The approach is illustrated by a concrete case of the Rotterdam port expansion. It is shown that a coherent and well structured process of transition management can lead to a wide variety and a richness of results, which includes considerations of public engagement, public acceptability issues, behavioural change, opinion-shaping, and time and monetary constraints. [概要] 交通部門の成功は,現代経済を駆動する力となる。しかし一方で, 交通は負の外部効果を大量に生み出す。政府やその他利害関係者は, アクセシビリティとサステイナビリティのバランスを取るための政策手段の必要性を認識しているが, それは生易しい課題ではない。持続可能な発展には, 複数の, そしてときには相反する目標があり, それゆえ複数の目標を両立させることは大変に難しいのである。こういった観点から筆者は, 移行セネジメント(Transition Management)と呼ばれる新しい誘導計画の活用を提唱する。移行マネジメントは, 障壁を克服するための革新的なアプローチであり, 公的な意思決定者や民間のアクターが一層持続可能な交通システムを実現するための手助けとなる。このアプローチは, ロッテルダム港の拡張計画という具体的な事例によって明確にされる。移行マネジメントのプロセスが, 首尾一貫した, きっちりと組み立てられたものであれば, その成果は多様かつ豊かなものとなり, 市民参加, 受容可能性の問題行動変容, 世論形成, 時間および金銭的制約といった事柄を考慮に入れたものとなろう。(訳: 高橋愛典) | |||||||
