| 内容記述 | [要旨] 本稿では, EU加盟国のうち, イギリス, ドイツ, フランス, オランダ, スウェーデンが取り組んできた鉄道改革政策の中身を, 鉄道事業の組織変化に焦点を当てて比較しながら論じ, その長・短所について分析を試みる。また国鉄改革を成功させ, 世界の鉄道改革の露払い役を務めた日本の鉄道改革政策については, その独自の取り組みの原因となった政策環境について分析を加えながら, 鉄道事業(旧国鉄)の組織変化の過程を観察し, 欧州諸国の鉄道改革手法や政策環境との相違点について比較論考を行なう。 [Abstract] This paper discusses the development process of these railway reform policies, focusing organizational change of railway undertakings about the railway reform policies were undertaken in the United Kingdom., Germany, France, the Netherlands and Sweden among EU member nations. In addition to these, we analyze what kind of original railway policies and policy environment it was the railway reform policies of Japan which made a successful of JNR's reform. Therefore, we focus on the difference between the railway reform policies of the European countries and Japan, observing the process of organizational change of the railway undertakings (JNR) of Japan. |
